Unresolved ARs - Bad Debt Process
Updated onArticleAny Accounts Receivable (AR) debts that make it through TWO cycles of the AR process then become eligible for the bad debt process. The Bad Debt Process aims to clear or "write off" those debts from our books, so that our revenue reports from the PARKS DIRECT system accurately reflect revenue received. Any customer with an outstanding AR (attempted to collect through 2 AR cycles, and is still unpaid) will have that balance cleared and their household frozen by the Help Desk. The dollar value of the balance is deducted from the offering facility's revenue, to reflect the fact that the money was never actually collected.
The customer's household remains frozen until such time as the customer returns to Parks & Recreation to do business. Before conducting any further business with our organization, the Help Desk must reinstate their owing balance and the customer must pay off the debt. ONLY AFTER paying the old debt fully will the customer be allowed to regsiter for new programs or memberships through PARKS DIRECT.

PARKS DIRECT Age Override Policy
Updated onArticlePARKS DIRECT sections are divided into two categories -- what we call “Unprotected” and “Protected” programs. This policy was implemented in 2009 in order to clearly delineate programs that are considered higher risk and separate the registration process from that of all other sections.
- Unprotected programs allow a section supervisor to personally make a decision about whether a participant who does not fall into the age range can be registered for the program (taking certain factors into consideration).
- Protected programs require not only the supervisor’s consent but also permission from the division chief of the division in question. This allows the department to “protect” specific types of programs where ages are deemed to be sensitive for the safety of the participants involved.
Regardless of the category, age overrides are not always able to be approved by the supervisor -- sometimes an instructor’s contract or other factors may prevent participants over or under the advertised threshold from getting an OK. DPR’s official statement is that while a client can make an age override request for any program, whether or not 1) the program specifics make the section appropriate for the child and 2) the supervisor has the ability to make the decision his/herself to approve that request is not a black and white issue. NO client should/will be told that an override request is ever guaranteed.

Department-Wide Fees and Charges
Updated onArticleThe Department offers thousands of varied programs and services at its hundreds of staffed and unstaffed facilities and within the park system. Though some are offered at no cost to participants, most require at least a nominal fee. Those thousands of fees are defined by recreation programmers and program managers and vetted by program superintendents and the fee review council. Some of those fees must also be approved by the Director in order to ensure that the Department is adhering to its mission of providing “comprehensive park and recreation programs, facilities, and services which respond to changing needs within our communities”.
